The Competence Reform was initiated to facilitate competence development and lifelong learning in Norway. We were asked to design a status report after four years of reform. Together with Berlin photographer Heji Shin, we created a photo series that runs throughout the report. We wanted to make a photographic story showing a rather close and personal portrait of a day in the life of a person potentially affected by the reform. It was important to bring contemporary photography into a context where it is seldom seen. Each chapter was divided by a coloured sheet that on one side showed a page strictly following the style guide of the Competence Reform, and on the reverse side showed ‘dos and don’ts’ of the same style guide.
